If you are the intended immigrant living outside the United States of America, you will go through the immigrant visa process, which is when the NVC gets involved. If the person is already in the United States of America, then you will start the green card process by applying Form I-485. Most of the time, people don't know where to contact the NVC in case the person being petitioned for is outside the United States of America. One thing you have to know is that once your Form I-130 is fully approved, you will receive a letter from the USCIS (United States Citizenship and Immigration Services), which is called the Form I-797.
